Diplomacy ‘not a given’ in Ukraine-Russia tensions but ‘has to be tried’

Perth USAsia Centre CEO Gordon Flake says diplomacy in tense international situations is “never a given,” even if it is preferable to using armed forces. 
  
It comes as the United States announced troops had been deployed in Europe to help support NATO allies and says they will not be used in Ukraine.  
  
“At this point, diplomacy is something that has to be tried and the fact that, in contrast to what appears to have been Vladimir Putin’s intent to divide NATO and to divide Ukraine from the west, he’s had the exact opposite effect,” he told Sky News Australia.
